While reading about Russia's new territorial claims, I came across yet another tale of everyone's favorite nation, Tonga, and it's military might: Tonga vs. Minerva.
(I've found a few more articles on this, but nothing I really trust to say it did or didn't happen. Then again, considering Tonga, it probably did.)

Pretty much. The U.S. Navy has been very vocal in trying to get the U.S. on board with it. The treaty itself is a curious mish-mash of super-idealistic 60's thinking, case law from the Phoenician trade in the ancient past and current pressing issues of fishing, power-politics and commerce.
